The Southern Tier’s industrial identity is rapidly evolving, with advanced manufacturing job growth accelerating across the region. In response, the Broome County Industrial Development Agency (The Agency) engaged a Consultant Team led by Karp Strategies to design a roadmap for a Workforce Training Center that prepares Southern Tier residents for emerging opportunities, while strengthening the region’s talent pipeline and supporting long-term economic competitiveness.

Karp Strategies is leading a rigorous workforce and industry analysis, and engaging with key stakeholders and employers to inform an industry-aligned curriculum framework that addresses both technical and non-technical barriers to employment. The team will also evaluate regional wraparound services, identify gaps, and define strategies for integrating support into daily operations. In parallel, Corgan will lead a site feasibility assessment to inform the Center’s location and design. Finally, in partnership with The Agency, the Consultant Team will establish a governance and operations framework to support the organization’s long-term success.

Karp Strategies will deliver a comprehensive implementation plan positioning the Training Center as a flagship, scalable model for workforce development in the Southern Tier and New York State. The plan will include an industry-aligned curriculum framework, a strategy for integrating wraparound services, and a site feasibility analysis identifying optimal location and design. It will also define governance structures, operational models, and partnership structures that support accountability and regional collaboration. Together, these elements will equip The Agency with the tools to advance a resilient, inclusive Training Center aligned with current workforce needs and future industry growth.
