The Delancey and Essex Street parking garage (“the Garage”) is a municipal parking facility in the heart of the New York City’s Lower East Side. The Garage sits just north of Delancey Street, a main east-west arterial leading to the Williamsburg Bridge, which is North Brooklyn’s only above-ground direct link to Manhattan. North Brooklyn’s other direct link to Manhattan, the L train, provides a critical crosstown connection to most of the subway lines in New York City’s network. The Lower East Side Partnership (“LESP”), the neighborhood’s business improvement district, has envisioned transforming the Garage into a multi-modal transit hub. In addition to bicycle storage, this community resource would offer bicycle education, repair, maintenance, and training and workforce development. The LESP hired a multi-disciplinary team led by Karp Strategies to conduct a feasibility study of this prospective multi-use bike facility within the Garage. This study included site and case study analysis, scenario-driven concept designs, financial modelling, and operations planning.
