Karp Strategies, as part of the consulting team, supported MassDevelopment and the SEC by providing port subject matter expertise and planning analysis. Rebecca Karp collaborated with Karl F. Seidman Consulting Services to collect and analyze data for two of the four piers, conducting site visits, stakeholder interviews, lease reviews, and synthesis of operational themes. Research also included case studies of comparable ports in New England. Both qualitative and quantitative analysis captured operational realities and fiscal context, while future use scenarios evaluated investment priorities, economic trends, and community needs.
