To support its understanding of each of its four state-owned piers, MassDevelopment and the Massachusetts Seaport Economic Council commissioned an analysis of the piers with a goal of supporting immediate and future policy decisions. Karp Strategies worked closely with Karl F. Seidman Consulting Services and Urban Focus, LLC to conduct a deep dive into the fiscal state of the piers, assuming responsibility for data collection and analysis of two of the four piers. Together with the consulting team and MassDevelopment, the firm also performed detailed site visits of the piers: interviewing stakeholders, analyzing key themes across conversations, and documenting findings. The consulting team spearheaded a future use analysis of selected piers, conducted targeted research, and performed financial analyses of various scenarios. Final deliverables included a report and presentation.
