Strategic Planning

The site-wide property management contract for the World Trade
Center campus, under which Cushman & Wakefield is responsible
for all operations and maintenance functions, was set to expire in
2021. When the contract was first issued, the campus resembled a
raw construction site. Today, it is a thriving multi-modal transit and
tourist destination, home to myriad attractions and amenities like the
Oculus Transportation Hub, over 80 retailers, and the 9/11 Memorial
& Museum. With this significant land use change from agreement
inception to 2021, the Port Authority of New York & New Jersey
(PANYNJ) sought a contract assessment to evaluate the market and
optimize the operations, performance, and managing structure for
the campus.

Karp Strategies provided subject matter expertise in real estate
analysis, transportation planning, operations, and PANYNJ processes,
acting as a specialty subcontractor and advisor to Guidehouse.
Together, the consultant team provided recommendations to maximize
site efficiency, operations, and oversight for the now fully-operational
campus and critical PANYNJ asset.
