Enterprise Community Partners is a leading national housing policy and advocacy organization that seeks to create opportunity for low- and moderate-income people through affordable housing in diverse, thriving communities. To advance its understanding of key issues surrounding the vacancy allowance, preferential rent, and capital improvements on displacements and evictions in New York City, Enterprise enlisted Karp Strategies to conduct preliminary research and data sourcing to boost internal efforts. These topics are paramount to the affordable housing conversations and challenges in New York City today. Karp Strategies considered changes in rent stabilization laws in the 1990s and 2000s that could be potentially linked to changes in the rent and affordable housing data from the same period. This research surfaced the need to access government data in order to better understand the role that vacancy allowance, preferential rent, and capital improvements played on the steady decline in the number of rent stabilized units affordable to low and middle-income households in New York City. Karp Strategies delivered a complete memo of key findings, data sources, and contacts, as well as a summary matrix of key data, which will form the basis of Enterprise’s further research efforts.
