Civic participation in urban planning can bring together people with different ideas, improve outcomes by creating a sense of ownership and commitment, promote mutual learning, and increase support for implementation. In recent years, there is a growing recognition that children and youth can be powerful contributors to this participatory decision-making process and source for positive social change. Adopting ways to include them into these processes not only orients the planning outcomes toward their needs and interests but also fosters civic-minded future leaders by giving them a broader platform to practice democracy. Now that there is awareness of the importance of the “what” and “why” of youth participation in the design and development of our cities, more innovation is needed to address the “how”.

Analyst Gopinath Gnanakumar Malathi partnered with Penn Praxis at the University of Pennsylvania to facilitate a workshop that brought together a group of 30 young adults to design and visualize the vision for a local playground. The group was introduced to a methodology that centers video games as barrier-free civic engagement tools for collaborative design and decision-making.

ree

Minecraft, a 3D build-and-play video game that allows players a large amount of freedom by setting no specific goals, can be considered an effective youth engagement strategy for the following reasons:

  • Intelligible and comprehensible: In Minecraft, players interact with an easy to understand the virtual world by placing various types of colored blocks – similar to a ‘digital Lego’ – in a three-dimensional environment with the purpose of building creative structures, such as buildings and cities using an inventory of hundreds of real-life materials.

  • Collaborative and democratic by nature: Apart from having the potential to easily create buildings similar to those produced by complex 3D modeling software, it is specifically developed as a platform for players to collaborate through a multiplayer setting. As a result, the building process is more similar to real-life construction projects with multiple workers carrying out different roles simultaneously, than traditional digital 3D model-making tools with only one designer.

  • Ability to engross youth: As one of the world’s most popular computer games with over 100 million players worldwide, Minecraft appeals to the interest and attention of youth and children.

A few communities have begun experimenting with using Minecraft in their planning processes. We look forward to seeing whether this tool becomes more widely adopted in community planning processes.

In this issue, Analyst Cheryl Lim interviews Place It! Founder and engagement experts James Rojas and his partner/co-facilitator John Kamp in anticipation of their new book, Dream, Play, Build, which will be released in February 2022. Read the full interview here!

C: James and John, thank you so much for taking the time to speak with me today. The Karp Strategies team has worked with you over the past several years, and used the incredibly successful Place It! method in countless public workshops that we have facilitated.

Your book, “Dream, Play, Build” will be out in February 2022. Can you tell us about the inspiration for this book and how it came about?

We really wanted to share the knowledge that we had both acquired over the years with others. We’ve had the chance to also step back and reflect, and had been noticing phenomena about how people would respond when they worked with their hands versus talking. I wanted to explore why outcomes were different when they did use their hands. Southern California, where we work, is a very diverse place. Not everybody speaks English. You really have to give everybody the tools to build consensus and collaboration. C: What do you think are the key differences between in-person and virtual engagement, now that we live in a COVID virtual world?

There are a lot of differences. In the virtual world, people become intimate very quickly because they are in their safe space. You are able to share a lot of knowledge that way. In the public realm, people tend to hold back because people are looking at them. But when they bring items from their homes, like a baby blanket, or other precious items that are of great value to them, it makes them feel safe. It is a collection of memories. We try to think about how to convey that in the public realm. Read the full interview here.

Karp Strategies is excited to announce a strategic partnership with Equinor to support the offshore wind developer’s efforts in fulfilling its $47M commitment to community benefits in the United States from its offshore wind activities.

The first focus of the partnership will be New York, where Equinor won the state’s bid with its Empire Wind and Beacon Wind developments. Managing Principal and CEO Rebecca Karp said: “This is a pivotal moment for offshore wind in the US. At the dawn of a new industry, now is the time to ensure that we’re building the ecosystem in a way that works for the regional economy, lays the foundation for a local renewable energy supply chain, and positions New Yorkers and New Englanders to take advantage of the jobs and economic stimulus that these projects will provide. We look forward to partnering with Equinor, a global leader in this space, in positioning the Northeast US to reap the benefits of offshore wind for decades to come.”

Equinor Wind US Head of Public Affairs David Marks said: “New York is positioned to become the hub of a thriving offshore wind industry in the US and Equinor is committed to centering communities at the heart of offshore wind development in New York State. Karp Strategies will provide critical support in making sure we execute an equity-driven community benefits plan that delivers for local residents and the region.” Karp Strategies will support Equinor’s implementation of a community-economic development strategy and stakeholder engagement in Sunset Park, Brooklyn and Albany’s Capital Region surrounding the developer’s investments in the South Brooklyn Marine Terminal and Port of Albany, respectively.

Here at Karp Strategies, we dedicate our time and practice to community economic development, and work to build communities, cities, and economies that thrive. With the recent growth in renewable energy and the promise of US-based jobs and investment, we are actively exploring what this means in practice. The US national energy economy is transforming: investments in renewable sectors have surpassed those for oil and natural gas. As the growing offshore wind industry is led by Scandinavian developers, a crucial question is brought to the fore: How does the U.S. thread the needle of working collaboratively with international industry leaders while committing to a home-grown offshore wind supply chain?
