Work in Westchester: Over the past seven months, Karp Strategies, alongside LANDAU Design + Technology, designed and implemented an innovative stakeholder engagement process for the City of New Rochelle as part of New York State’s Downtown Revitalization Initiative (DRI). This project combines community engagement with a virtual reality kiosk to allow stakeholders to envision and explore a proposed redevelopment in three dimensions. Since June 2022, when the kiosk launched, Karp Strategies has facilitated multiple engagement events, with over 300 New Rochelle community members trying on VR goggles to see their future city in a 360-degree view and sharing feedback about it. We can’t wait to see how this new technology evolves in New Rochelle on future projects!

Facilitation in Florida: The Emerald Trail is a proposed 30-mile pedestrian walkway that will connect 14 historic neighborhoods to Downtown Jacksonville with the hope of spurring economic development and revitalizing social connections in these diverse outlying communities. The Jacksonville Transportation Authority (JTA), given design and construction oversight by Jacksonville City Council, will be partnering with Groundwork Jacksonville, a local nonprofit that has been leading advocacy efforts for the Emerald Trail, to deliver this project. Over the past several months, Karp Strategies facilitated a series of partnering sessions between JTA and Groundwork Jacksonville focused on how the two organizations will work together in a newly formed relationship, including establishing agreements for Trail design/construction, applying for federal grants, determining funding strategy, and developing external media communications. These efforts have helped position the Emerald Trail project to fulfill its promise of creating lasting and inclusive benefits for Jacksonville’s residents and visitors.

Beginning with this very post, we are starting a new feature spotlighting our M/WBE partners—both those we’ve worked with and those we hope to collaborate with in the future. It’s an opportunity to recognize the deep bench of diverse talent who make projects better by bringing their expertise and lived experience. We know what it’s like to be a small WBE business and want to celebrate their substantial contributions to the industry.


First up is L + L, a women-owned graphic design firm based in Brooklyn that designs “nice things for good people.” They specialize in branding and digital systems for problem solvers and innovators, translating big ideas into engaging and relatable content. Karp Strategies enjoyed seeing them in action on Return to Riverbend, a riverfront master plan for the City of Middletown, Connecticut. Read more about L+L and their work on the project here.

Karp Strategies is happy to welcome Anthony Fabre to the team as Director of Economic Development + Policy. Having served in multiple leadership roles across NYC government, including at the New York City Landmarks Preservation Commission and the NYC Department of City Planning, Anthony brings a deeply-rooted understanding of processes and public-sector stakeholders to his work. He is an alumnus of Hunter College with a Master of Science in Urban Planning and grounds his planning practice in building lasting relationships.

We are also happy to welcome Annie White to the team as Director of Real Estate + Economic Development. In her five years at the NYC Department of City Planning, Annie served as a project manager for developments and initiatives in neighborhoods across the city. She represented DCP in major city initiatives such as the Garment Center rezoning and the SoHo-NoHo envisioning process. A graduate of the Master’s in Urban Planning program at Harvard’s Graduate School of Design, Annie is committed to thoughtful community engagement and transparency in the planning process.

Karp Strategies Managing Principal + CEO, Rebecca Karp, authored an op-ed in the Gotham Gazette. She advocated for an equity-focused, comprehensive strategy to increase investment in New York's growing offshore wind industry, similar in scope to the strategy that accelerated the life sciences sector's NYC. Principal Alexandra Sutherland-Brown and Senior Analyst Danielle Roberts attended the Women's Leadership Initiative’s Equitable Development Summit in Indianapolis, IN, hosted by the Urban Land Institute (ULI). The event was a fantastic opportunity to meet the passionate people working on expanding representation and diversity in the real estate industry. ULI Indiana intentionally structured their panels to discuss where we've been, where we are now, and where we can go. Indianapolis has a history of black excellence, like Madam C.J. Walker, who changed the city through her development and philanthropy in the late 19th to early 20th century. Today, ULI Indiana's Real Estate Diversity Initiative (REDI) is working to prepare a new generation of developers from populations largely missing in the real estate industry.


Consultant Yuri Chang moderated a Climate Justice Panel discussion as part of “Climate Justice in NYC 10 Years After Sandy” during NYC’s Climate Week. The panel covered the lessons learned since Hurricane Sandy, the definition of environmental justice, and the role of the private and public sectors in advancing climate justice initiatives throughout NYC.


As a part of the same event, Senior Analyst Gopinath Gnanakumar Malathi participated in a Climate Justice Mini Lab as a strategic advisor. He guided twenty young professionals as they explored the inequities uncovered by Sandy and the possible compounding effects of some post-Sandy policies and designed and developed a framework for climate justice action in NYC.

The Center for Resilient Cities and Landscapes at Columbia University will host Sandy + 10: Resilience, Equity, Climate Justice on October 28. With over $18 billion spent on federal, state, local, and philanthropic climate resiliency initiatives, this conference digs into lessons learned in the ten since Superstorm Sandy, and directives for adaptation planning moving forward. Karp Strategies Senior Consultant Sarah Dougherty will present on a cross-sector panel that looks at how the renewable energy industry has changed over the last decade, and what opportunities and risks renewable infrastructure planning brings in the future. Join the Urban Design Forum for “Housing as Health Care,” a discussion with Dr. Robert E. Fullilove, Leora Jontef, and Wendi Shafran on how permanent housing can shape healthier communities on November 2, from 6:00–8:00 PM. See here.


The Business Network for Offshore Wind is hosting its OSW Grid & Transmission Summit in Charleston, South Carolina, November 9–10. The event will bring together industry decision-makers to discuss building the offshore wind power grid and explore lessons from the first U.S. projects to open. Rebecca Karp will be speaking about how to navigate stakeholder engagements as offshore wind power comes to shore on the panel “Strategies to Mitigate Cable Landings Impacts." Find out more here.

Middletown Riverbend Master Plan, Get To Know—Jeff Lee Romero, NYSERDA Webinar, Events

The City of Middletown, CT officially released their Return to the Riverbend master plan on Saturday, July 2! Karp Strategies, alongside Cooper Roberston, traveled to Middletown to unveil the plan with a presentation to members of the public and Common Council, followed by trolley tours of the site (with Middletown trivia!). The plan presents an exciting opportunity for the city to reverse the impacts of urban renewal, support forward-thinking economic growth, and build a new waterfront grounded in the goals and needs of local Middletown stakeholders.


Karp Strategies is proud to have worked with the City, Cooper Robertson, and Langan’s Connecticut office to realize this vision. Our economic development and real estate analysis guided the feasible land uses you can now see in the plan, and the team’s community engagement ultimately collected over 1,200 comments from area stakeholders across community workshops, focus groups, social media, an online survey, and at Main Street Market Gallery, an open storefront for community members to drop by and leave feedback. While this concludes our year-long scope, the City now heads for a vote on zoning changes critical to the plan’s success.

Jeff Lee Romero is a Principal at Karp Strategies. A development finance attorney and urban planner by training with over 20 years of experience in community and economic development, Jeff thrives in helping private and public sector stakeholders to innovate and grow. Prior to Karp Strategies, Jeff spearheaded the economic development practice at Capalino, served as an Associate at one of New York’s foremost affordable housing law firms, and led NYCEDC’s Strategic Investments Group, where he oversaw high-profile initiatives and programs such as the New York City Industrial Development Agency program and NYCEDC’s new markets tax credit program. A native New Yorker with roots in the Latinx and Asian communities, Jeff is a proud child/grandchild of immigrants from China and Colombia. He’s also a former Biology major! Check out this recent Learning from the Experts Webinar hosted by NYSERDA and featuring Karp Strategies’ very own Rebecca Karp and Andel Koester! Rebecca and Andel walked through lessons learned from Karp Strategies’ stakeholder engagement work in offshore wind, including the importance of sustained trust-building, the spectrum of engagement and dialogue with diverse communities, and realizing a Just Transition that aligns the benefits of renewable energy with communities disproportionately exposed to the negative impacts of the fossil fuel system.


This ongoing webinar series connects the public with key experts in various offshore wind focus areas. Past topics have included workforce development, transmission planning, port development, and the economic benefits of offshore wind. Offshore Wind Workforce Development, Project Highlights, Get To Know—Andel Koester, Graduate Analyst's Research, Jobs and Events

At Karp Strategies, we spend a lot of time thinking about jobs. What is a ‘good’ job? How do people find and prepare for it? What do employers need in a skilled workforce? When an employer, a state, or a city assesses an industry, how does it prioritize access to training programs? Simply put: jobs and workforce development are key to our firm’s work in community economic development and strategic planning.


Developing the future workforce is critical to the continued growth of the U.S.’ nascent offshore wind (OSW) industry. Just how to go about building this workforce was a frequent topic for discussion at the recent Business Network for Offshore Wind’s 2022 International Offshore Wind Partnering Forum (IPF), and for good reason. OSW promises employment across education and skill levels from construction labor and engineering to procurement and administration to assembly and maintenance. Preparing local communities for these jobs - and ensuring that investments flow to local residents - is essential to carry out a just transition to a clean energy economy. Principal Jeff Lee Romero and CEO Rebecca Karp participated in the IPF’s Workforce Development Summit, and appreciated the opportunity to engage with practitioners from around the country. Their number one takeaway? More funding is needed for dedicated and purposeful outreach and engagement to build awareness of careers, jobs, and training programs in the OSW industry. Any future programming needs to match funding resources with support for outreach and marketing.


We confidently make this recommendation because Karp Strategies has been working on this aspect of OSW since 2019. More recently, in August 2021, we helped NYSERDA launch the Offshore Wind Youth Action Program, a first-of-its-kind curriculum for middle- and high school-aged students to learn about and get involved with OSW. Currently, we are supporting NYSERDA in developing a website to provide job seekers, prospective employers, and training partners with the latest information to engage with OSW workforce development opportunities in New York State. Through these and other projects, we are excited to shape the future OSW workforce.

As a director at Karp Strategies, Andel leads the firm’s work with Equinor, a global energy company developing one of the U.S.’s most significant OSW projects. In true KStrat fashion, Andel approaches her day-to-day client and team management from a multi-faceted perspective, driven by her previous work with Bloomberg Philanthropies and the civic tech start-up, mySidewalk. Andel’s work is grounded in data and a belief that evidence-based policy must be the answer to society’s most pressing challenges. To complete their graduate programs—and before joining us full time very soon!—Graduate Analysts Danielle Roberts and Erik Strand presented their theses for the Masters of Science in Urban Planning Program at Columbia University this spring. In advance of their formal presentations, Danielle and Erik treated the entire Karp Strategies’ team to a lunch and learn presentation where we got an in-depth understanding of their work.


Danielle’s thesis, titled “That’s RAD? Nuance, Complexity, and the Future of U.S. Public Housing,” examined the Rental Assistance Demonstration (RAD) program, also known as the Permanent Affordability Commitment Together (PACT) program in NYC. The RAD program gives public housing authorities the ability to diversify the financing and management of properties in order to address deferred maintenance. Danielle used a snowball sampling technique to interview stakeholders about the program and applied a clustering algorithm to study RAD’s effectiveness. As the title suggests, the results were nuanced and complex. Danielle’s thesis will be available on the Columbia University Libraries website soon.


Erik's research, “Subsidizing Gentrification?: Neighborhood Change and the Expansion of the 421a Geographic Area,” focused on the 421-a tax exemption. He identified that, despite the program's high cost, the current literature lacks a comprehensive examination of the potential link to gentrification and inequality in New York City. To fill this gap, Erik employed a mixed-methods analysis of 421-a’s effectiveness as an affordable housing policy and its impacts on NYC neighborhood change. His findings suggest that 421-a directly accelerates the emergence of income inequality and unaffordable housing in New York. Read more about Erik’s thesis here.
